U.S. deeply disappointed with Israel on settlements (Reuters)

WASHINGTON (Reuters) ? The United States is expected to voice deep disappointment at Israel's speeding up settlement building following UNESCO's decision to grant full membership to the Palestinians, a U.S. official said on Wednesday.

"(We are) deeply disappointed by the announcement," said the official, who spoke on condition of anonymity, referring to Israel's decision on Tuesday to accelerate construction of some 2,000 housing units in eastern Jerusalem and on the West Bank.

The Palestinians are looking to establish a state in the West Bank, Gaza Strip and East Jerusalem, land Israel seized in the 1967 Middle East War.

"We continue to make our opposition clear to the (Israeli) government (that) unilateral actions such as these work against efforts to resume direct negotiations and do not advance the goal of a reasonable and necessary agreement between the parties," the official added.

Acting after the United Nations Educational Scientific and Cultural Organization (UNESCO) voted on Monday to accept the Palestinians as full members, Israel also decided temporarily to halt transfers of revenues that it collects for the Palestinians.

The U.S. official noted that cutting off such revenues hurt the efforts of Palestinian Prime Minister Salam Fayyad to build the institutions of a Palestinian state, including security forces that have helped to maintain the peace.

On Tuesday, the Palestinian presidency said Israel had decided "to speed up the destruction of the peace process" by accelerating settlement building and described the decision to temporarily halt transfers of funds as "inhumane."

Saif al-Islam Gaddafi may try to flee Libya: ICC (Reuters)

UNITED NATIONS (Reuters) ? The International Criminal Court is still receiving information that Muammar Gaddafi's son Saif al-Islam may try to flee Libya with the help of mercenaries, the court's chief prosecutor said on Wednesday.

Luis Moreno-Ocampo also said he was investigating whether the former Libyan leader and his spy chief ordered mass rapes as they battled an insurgency earlier this year. Gaddafi died shortly after his capture last month by the former rebels, now the government forces.

But Ocampo told the U.N. Security Council his investigations would not be confined to Gaddafi's forces.

"There are allegations of crimes committed by NATO forces, allegations of crimes committed by NTC-related forces ... as well as allegations of additional crimes committed by pro-Gaddafi forces," he said in a speech to the council.

"These allegations will be examined impartially and independently by the (prosecution)."

NATO has denied allegations that it deliberately targeted civilians during its seven-month campaign of air strikes against Gaddafi's forces, which ended on Monday. Libya's National Transitional Council has vowed to investigate alleged executions and abuse of suspected Gaddafi supporters.

Human rights groups have said that NTC forces singled out sub-Saharan African migrant workers for arbitrary arrest and detention due to assumptions that they supported Gaddafi.

Libya's interim leadership has said it would like to try Saif al-Islam and former intelligence chief Abdullah al-Senussi in Libya. Both men have been indicted by the ICC for crimes against humanity and other war crimes.

"We are also receiving information that a group of mercenaries may be endeavoring to facilitate his (Saif al-Islam's) escape from Libya," Ocampo said. "We are calling upon states to do all they can to disrupt any such operation."

Saif al-Islam may be heading for Niger, which risks upsetting pro-Gaddafi Tuareg nomads if it hands him over to the ICC as it has promised to do if he shows up there.

POTENTIAL SURRENDER

Ocampo said people linked to Saif al-Islam had approached his office with questions "about the legal conditions attaching to his potential surrender to the court."

They included "what would happen to him if he appeared before the judges, could he be sent back to Libya, what would happen if he were to be convicted, what would happen if he were acquitted?" The intermediaries were told it would be possible to request that Saif al-Islam not be returned to Libya.

However, Ocampo wrote in a report submitted to the 15-nation Security Council that it was also possible for both men to be tried in Libya if they submit a formal request. It would then be up to ICC judges to decide.

Another possibility, he said, was for the ICC to conduct its own trials inside Libya.

Libya's Deputy U.N. Ambassador Ibrahim Dabbashi, in a speech to the council, did not make clear where he thought the two men should be tried if arrested but promised "consultation and close cooperation" with the court.

Dabbashi also said Libya's new rulers would make sure all those involved in crimes not covered by ICC jurisdiction received "transparent investigations and fair and just trials in Libyan courts."

Ocampo's probe of crimes committed during eight months of violence and war in Libya resulted in new investigations, including the possible use of rape by Gaddafi's side to persecute their enemies.

"While it is premature to draw conclusions on specific numbers, the information and evidence indicates at this stage that hundreds of rapes occurred during the conflict," he said.

Ocampo's office was interviewing potential witnesses who "indicated that Muammar Gaddafi, al-Senussi and other high officials were discussing the use of rape to persecute those considered dissidents or rebels."

The prosecutor's office was also searching for the personal assets of both Saif al-Islam and Senussi "for the potential benefit of the victims." Ocampo urged all U.N. member states to help the court locate the two men.

U.S. Ambassador to the United Nations Susan Rice told the council Libyans could now rest assured that Gaddafi could never again persecute them the way he did for over four decades.

"But this does not and cannot justify the apparently brutal way that he met his death," she said. "We welcome the announcement of an investigation into Gaddafi's death."

Cancer Risk Doubles After Organ Transplant, Study Finds (HealthDay)

TUESDAY, Nov. 1 (HealthDay News) -- Organ transplant recipients in the United States double their risk of developing cancer compared to the general population. And that risk is elevated for 32 different types of cancer, according to new research.

In any given year, however, the risk of developing cancer after a transplant is just 0.7 percent. And experts say the benefits of transplantation far outweigh such risk.

"People need to understand that transplantation is one of the great success stories of medicine. It's a very effective treatment for people with severe organ disease," explained the study's lead author, Dr. Eric Engels, a senior investigator in the infections and epidemiology branch of the division of cancer epidemiology and genetics at the U.S. National Cancer Institute in Rockville, Md.

"Our study is saying that this population has a unique pattern of cancer risk. Transplant recipients need to be carefully screened and followed," Engels added.

Results of the study are published in the Nov. 2 issue of the Journal of the American Medical Association.

In 2010, almost 30,000 solid-organ transplants were performed in the United States, according to background information in the article. Kidney transplants accounted for more than half of that total, followed by livers, hearts and lungs.

After transplant, the recipient must take powerful immune system-suppressing medications to prevent the new organ from being rejected.

But those medications put transplant recipients in a catch-22 situation, said Dr. Darla Granger, director of the pancreatic transplantation program at St. John Hospital and Medical Center in Detroit. "Suppressing the immune system does increase the risk of cancer. And, if you have cancer, you want a strong immune system to fight the cancer," she added.

Another issue with the immunosuppressants is cancers that are related to viruses. For example, non-Hodgkin and Hodgkin lymphomas are linked to the Epstein-Barr virus, while cervical and several other types of cancers are caused by the human papillomavirus, and some liver cancers are caused by hepatitis B or C viruses.

"We've always known that certain tumors are increased after transplantation. Certain tumors are known to be related to viruses, so when we give immunosuppressant drugs, we're decreasing the body's ability to fight off viruses," explained Dr. Lewis Teperman, chief of transplant surgery at NYU Langone Medical Center in New York City.

Not all of the cancers can be linked to immunosuppression, however. In some cases, especially with liver and lung cancers, it's possible that a tiny cancer was present in the body before transplant.

"It's hard to sort out the exact cause of cancer, but some are clearly related to being immunosuppressed," Granger said.

Engels' study reviewed data from nearly 176,000 solid organ transplants done between 1987 and 2008.

The investigators found the overall incidence of cancer was 2.1 times higher than would be expected in a non-transplant population.

The risk of non-Hodgkin lymphoma was increased more than sevenfold. The rates of lung and liver cancer were also significantly increased, but Engels said this may be due to previous cancers. For example, a treatment for some liver cancers is a liver transplant, and it's possible that some cancer cells may survive the transplant process. The risk of lung cancer was highest in those who received a lung transplant, and the risk of liver cancer appeared to be elevated only in those who received a liver transplant.

The incidence of kidney cancer was increased in all transplant recipients by almost five times, according to the study. The researchers said this might be due to the underlying disease process in people who need new kidneys, and that the immunosuppressants likely play a role for all transplant patients.

"This study raises some very good points. It suggests that screening for viruses should be done, and that we should always be trying to use less immunosuppressants. It also raises the inclination to screen transplant recipients for tumors," Teperman said.

"This is an important paper, but I think it may overstate the risk. I think the risk of cancer is elevated, but it's probably less than seen here," he added.

For someone who's had a transplant or is waiting for one, Granger noted, "decrease the risk factors you can. Don't smoke. Follow good health practices. Wear sunscreen. And, if you've had a transplant, get the screenings your doctor recommends."

Pete Townshend brands iTunes 'digital vampire'

The Who's Pete Townshend on Monday branded Apple's iTunes a "digital vampire" that profits from music without supporting the artists who create it.

Townshend said that faced with the Internet's demolition of established copyright protections, iTunes should offer some of the services to artists that record labels and music publishers used to provide. These include employing talents scouts, giving space to allow bands to stream their music and paying smaller artists directly rather than through a third party aggregator.

The guitarist was delivering the first John Peel Lecture, named in honor of the influential British radio broadcaster who died in 2004.

Townshend asked if there was any reason iTunes "can't provide some aspect of these services to the artists whose work it bleeds like a digital vampire" to make money.

ITunes declined to respond to Townshend's comments.

Apple's service is the market leader among legal download services, accounting for about three-quarters of music downloads.

Townshend said consumers, as well as the industry, needed to change their attitude to digital music.

"It would be better if music lovers treated music like food, and paid for every helping, rather than only when it suited them," he said.

"Why can't music lovers just pay for music rather than steal it?" he said.

Google+ for Android Gets Revamped [PICS] (Mashable)

Google has launched a new version of Google+ for Android, complete with a new look, a new UI and support for Ice Cream Sandwich. Version 2.1 of the updated Android app provides a cleaner and more streamline version of the app that is consistent with the design changes implemented in Android 4.0. Notifications have been moved to the top right, the interface has been tightened and photos have been enhanced and enlarged. Even profile pictures have been enlarged to improve the user experience.

"We worked closely with the Android team as they developed Android 4.0 (aka Ice Cream Sandwich), so you'll see the same attention to beauty and simplicity in our new design," Google product manager Ben Eidelson explained in a Google+ post.

According to the release notes, Google+ for Android features improvements to battery life, navigation, performance and notifications. The app also includes a new UI for posting to Google+ and support for Google Apps.
